jevscape: RuneScape benchmark harness for Jev

Adapts the RuneBench RuneScape agent benchmark to Jev with about fifty bounded actions, a tick-mode controller and a live dashboard.

2026-09-18 sweep: Jev total XP 2.1x a random policy over 15 minutes; 1,307 decisions, 4.14M input tokens, $0.17; live runs $0.55/hour. Other models' costs are list-price estimates.
